JCA were instructed by a client to carry out a survey at a site in Oldham for developmental purposes.

A check was made with Oldham Metropolitan Council beforehand, and we were informed that no trees within our survey were subject to any Tree Preservation Orders (TPO) but the trees were located in a conservation area.

In total 7 items of vegetation were surveyed including 6 individual tree and one group of trees. Out of the items surveyed 5 trees and 1 group were given retention category ‘B’ and 1 individual tree, retention category ‘C’.

As a general rule, those trees listed as retention category ‘A’ or retention category ‘B’ are the most valuable items of vegetation and as such the removal of these is likely to be met with resistance by the Local Planning Authority (LPA).

Those items listed as retention category ‘C’ are of lesser value and the removal of these is generally less likely to be met with resistance by the LPA.

As the site was situated within a Conservation Area. Prior to any works being undertaken to protected trees, those instructing and proposing to carry out the work should satisfy themselves that all appropriate consents are in place to prevent potential breach of legislation.

Upon provision of specific proposals, site-specific advice should be given with regards to the impact on trees. In accordance with Section 5.4 of BS 5837: 2012, the next stage should be the preparation of an Arboricultural Impact Assessment (AIA), which will illustrate and discuss the impact of the proposals on the trees.

One of our clients contacted us and asked us to undertake a safety survey at a school in Oldham.

A check was carried out with Oldham Metropolitan Council and we were informed that there was a tree preservation order in force on this site.

In total, 320 items of vegetation were surveyed. Out of the 320 items, the majority of vegetation was given category retention ‘A’ and ‘B’. However, there were 15 items which were found to be potentially hazardous which could not be made safe by remedial works and were give retention category ‘U’.

As a general rule, the trees listed as retention category ‘A’ or retention category ‘B’ are the most valuable items of vegetation and as such the removal of these is likely to be met with resistance by the Local Planning Authority.

Items which are listed as category ‘U’ comprise of dead trees or trees of limited safe life expectancy and are often recommended removal, irrespective of any proposals.

One of our clients contacted us to arrange an arboricultural survey at a church in Oldham as part of an investigation into subsidence damage that had occurred.

Having made a detailed survey of the site, our consultant concluded that in this case, the subsidence damage had occurred as a result of drying shrinkage contributed by vegetation located on the adjacent land and within influencing distance of the property.

The contributors included 2 x groups of white willow trees and our consultant believed these to be the main cause of the damage observed at the property and recommended that these be removed. Our consultant also identified another group of mixed natives to be contributing to the soil shrinkage at the property which may be of possible future concern.

Our consultant therefore recommended that the group be brought back into management with the removal of 50% of its current density by removing the middle-aged White Poplars, 50% of the existing Beech and Oak along with all the self-seeded young Ash. These works are only recommended as a precaution and not considered a priority to resolve the damage observed at the subject property.
